The American Recovery and Reinvestment Act of 2009 (ARRA) provides funding through the Energy Efficiency and Conservation Block Grant (EECBG) program to state and local governments for various energy efficiency projects. The purpose of this funding is to assist eligible local government entities in creating and implementing strategies to:

Reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities;

Reduce the total energy use of the eligible entities; and
-
Improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.
The Department of Energy (DOE) has allocated funding for direct formula grants to the following cities and counties in South Carolina:

Cities: Charleston, Columbia, Goose Creek, Greenville, Mount Pleasant, North Charleston, Rock Hill, Spartanburg, Summerville, and Sumter.

Counties: Aiken, Anderson, Beaufort, Florence, Greenville, Horry, Lexington, Richland, Spartanburg, and York.
