State Energy Planning

2027 State Energy Strategy

  • The South Carolina Energy Office (SCEO) is currently developing the 2027 State Energy Strategy, the state's first comprehensive energy strategy since the 2016 State Energy Plan. The Strategy will set priorities for how South Carolina meets its energy needs over the next decade while balancing factors such as affordability, economic development, environmental and public health outcomes, reliability, and resiliency. The State Energy Strategy will be relevant to stakeholders across the state, including residents, public institutions, utilities, businesses, and policymakers. The final Strategy is expected to be published in fall 2027.

Share Your Input: Take the Survey

  • We want to hear from you! SCEO is collecting early input from residents and organizations as it develops the Strategy. This survey asks about your energy priorities, concerns, and related topics. It takes about 10 minutes, and no technical expertise is needed. Your input matters and will inform the Strategy.

Regional Meetings

  • Three meetings will be held in fall/winter 2026 in Charleston, Columbia, and Greenville to gather input on the State Energy Strategy. Dates and locations will be posted here.

Advisory Committee

  • The SCEO has convened an Advisory Committee of energy experts and stakeholders from multiple sectors to advise the Energy Office as it develops the State Energy Strategy. More information will be posted here when available.

By statute, the South Carolina Energy Office (SCEO) is responsible for producing a State Energy Strategy (§ 48-52-410). The State Energy Strategy provides a comprehensive blueprint for a reliable, resilient, clean, and affordable energy system for South Carolina residents and businesses. Developing the Strategy requires an intensive stakeholder engagement process, often directly influencing SCEO initiatives to correspond with stakeholder recommendations (see 2020 Energy Efficiency Roadmap and 2022 Electric Vehicle Stakeholder Initiative).

The SCEO annually prepares a state Energy Action Plan for the SC General Assembly and the State Regulation of Public Utilities Review Committee (PURC) (§ 48-52-430). The Energy Action Plan provides updates on the SCEO’s activities to further the State Energy Strategy and South Carolina energy policy as set forth in SC Code Ann. § 48-52-210.
