Implementation of State Government Energy Conservation

The South Carolina State Government Energy Conservation Act (§48-52-610 through 680 and §48-52-910, Code of Laws of South Carolina) required all state agencies, school districts and public colleges and universities to report activities undertaken to implement their Energy Conservation Plan. These activities include developing an energy conservation plan to reduce energy consumption by one percent annually during fiscal years 2009-2013 and by a total of a 20 percent reduction in energy use by 2020, as compared to 2000 levels. These plans are to be submitted to the Energy Office. The Energy Office continues to voluntarily collect energy reports from the states’ public entities on an annual basis.

Developing Energy Conservation Plans

A Sample Energy Conservation Plan (XLS) has been developed as a guide to assist public entities in developing their energy conservation plans. This is not intended as a comprehensive, exhaustive list of goals, strategies, and actions – but rather examples to help in formulating plans tailored to each institution.

Annual Reporting and Measuring Energy Use

A crucial step in any attempt to manage energy use and minimize energy cost is to obtain accurate measures of past and present energy use and expenditures. Once the data is collected, energy management plans and goals can be developed. Research has shown measuring and reporting energy consumption and costs increases conservation awareness and leads to performance improvements with little to no cost.

Reporting

Entities should complete the Annual Progress Report Form to report fiscal year data (July through June). Section II of the Annual Progress Report Form asks for the submission of energy consumption data. Entities may use the Consumption Data Reporting Tool or another preferred format used to track energy use when submitting energy consumption data.

Entities should submit complete reports and data to the Energy Office in September each year.
